The member states of the Association of States for Development in Democracy reiterated their solidarity with the people of Honduras and their firm commitment to democracy, legality, peace, and the strict respect for the results of legitimate elections. They also fully support the need for the Honduran state institutions to act immediately, responsibly, and professionally to preserve the integrity of the electoral process, citizen security, and public confidence in the results emanating from the popular will. They recalled that one of the fundamental democratic values is the responsible and respectful attitude of those who, not favored by the popular vote, accept the electoral results and contribute to social peace, respect for institutionalism, and democratic governance. “We accompany the call to the international community, multilateral organizations, and international observers to continue their work as a contribution to preserving the democratic order and the rule of law in Honduras,” the communiqué details. The member states of the Alliance of States for Development in Democracy, composed of Costa Rica, Ecuador, the Dominican Republic, and Panama, spoke out in response to the paralysis in the vote counting of the Honduran presidential elections held on November 30. In this scenario, the organization expressed that they are taking note of the public call made by the President of the National Electoral Council of Honduras, Ana Paola Hall, to the authorities responsible for security and public order to, preventively, deploy to the facilities of the National Vocational Training Institute (INFOP) and guarantee the protection of people, facilities, and the electoral material corresponding to the General Elections held on November 30, 2025. The member states reiterated that respect for the freely expressed popular will in the ballot boxes is a non-negotiable principle and constitutes the essential basis of all democracy. According to preliminary results from the National Electoral Council (CNE) based on 99.80% of the scrutinized tally sheets, Nasry "Tito" Asfura, the presidential candidate of the conservative National Party, leads the vote with 40.54% of the suffrage. In addition, they urged international observers from the Organization of American States (OAS) and the European Union to remain attentive until the end of the count. While Salvador Nasralla, of the conservative Liberal Party and second with 39.19%, has requested a "vote by vote" recount of all tally sheets, the CNE has discarded this procedure.
